Call to Order: The meeting was called to order at 10:20 a.m. by President Alice Taylor. Board members in attendance: Gaylord Blackburn, Nancy Cockshot, Carter Bell, Mike Willemsen, Susan Tarpley, Frank Samuelson, and guests Pat Tarpley, and Lee Taylor.
Minutes of the Prior Meeting: The minutes of the prior meeting were read. Susan made a motion to approve the minutes of the prior meeting, and Mike seconded. The minutes were unanimously approved.
Correspondence: We received a letter from lot 147 regarding the pending foreclosure on this property. The letter was to notify us that they would not be paying their homeowner’s dues. Lot 167 and 177 are also in foreclosure
Treasurer’s Report: Cora read the treasurer’s report and summarized our total cash position at 3/1/ 2008. Susan moved and Mike seconded the approval of the treasurer’s report. The motion was carried unanimously.
Old Business: The barking dog on lot 35 has been quieter lately. When lot 104 was sold we did not get a transfer fee. We will bill half of the transfer fee owed to lot 104 (the new owner’s), and the other half to lot 122 (the seller of lot 104). We did not receive a transfer fee on the lender sale of lot 135, and will bill the new owner for the transfer fee amount.
New Business: There have been complaints from homeowners about lot 10. There are junk cars, and excess traffic from 4:00 pm on throughout the night, and there is noise after 10:00 p.m. We will invite the owner of lot 10 and the tenants to attend the next board of director’s meeting. The CC&R’s require all landlords to give the administrative assistant the names of the tenants residing on their property.
We will publish a card asking for feedback from homeowners about the status of their properties. We need to know if property is rented, and if so we need the names of the tenants. We also need emergency contact information from all homeowners. This information will be used to monitor pool use this summer.
We will follow new procedures for placing properties in collection.. We did not follow the proper procedures for placing lot 167 in collection.
We have had some incidences of crime in the neighborhood. The property next to the Tarpley’s has been broken into. There may be someone breaking into homes with a truck that says something about home security on the truck.
The owner of lot 109 complained about neighbors leaving their car parked on the road during the snowy season. This prevented the snow plow from clearing the roads properly.
Gaylord says the pool is in the same condition now as it was left. There is still ice in the pool. We will set up some dates to do clean up around the pool next month.
We need to send them a letter to lot 54 about cleaning up the large downed trees on their property. It will be a VIP issue. We need to see if we can remove some of the vegetation going towards highway 4 from the pool on the right hand side. It is a traffic hazard.
Frank will ask Mike Dolio if he will help again with the VIP committee. Alice was wondering if it is the homeowners responsibility to clear around the fire hydrants. The county should not allow the fire hydrants to be covered.
We need to contact the fire department to see what the regulations are about having a locked gate. Frank says we need a breakaway lock. We will do something to block the upper access to the pool lot also. Cora will contact the fire department.
Merita is trying to get a federal grant to bring a sewer system to Lilac Park. She is looking way down the road, but we do not want the increased fees that will occur if we are hooked up.
