Arnold Lilac Park Homeowners Association
Annual Meeting August 31, 2003

The meeting was called to order at 4:20 PM at Lilac Park Pool. A quorum was established with 7 Board Members, 22 Homeowners, and 35 proxies. 1 guest was present.

Board Members present were Barbara Babel, Jeff Lindevald, Frank Samuelson, Mike Willemsen, Everett Cockshott, Eugene Bartee, and Gaylord Blackburn. Board Members Jan Turner and Bill Ross were absent.

The minutes of the last Annual Meeting (9/1/02) were read by Admin. Assistant Susan Tarpley. Joan Ivanitsky (lot 201) moved to accept the minutes with no corrections or additions. Everett Cockshott seconded the motion. The motion passed.

Introduction of Members and the Board followed.

Treasurer Jeff Lindevald handed out the Treasurer's Report Year to Date, the Budget for 2003, and the Reserve Study. There was discussion about the increase in insurance and 2004 dues to absorb the cost. Miscellaneous expenses and improvements were also discussed. No additions or corrections were made to the report. Jim Hilts (lot 8) moved to accept the report. Dee Willemsen seconded the motion. The motion passed.

2004 Budget: Lot fees will be 110% of 2003, increasing our income by about $2000.00. Eugene Bartee discussed how the budget was developed using the average expenses and increases and decreases expected. We figure the Soda Machine will go. Gaylord Blackburn moved to accept the Budget for 2004 as presented. Mike Ivanitsky (lot 201) seconded the motion and the motion passed.

Speaker Merita Callaway spoke about a BMX park which will be built in our community, thanks to the encouragement of one of our Lilac Park kids. She also told us about negotiations for putting in several Yard Waste sites on each end of the Arnold Community. One in Avery and one in Dorrington. Currently, Arnold residents must go to Red Hill or burn their yard waste. These sites will not be open year-round. There will be no charge. A maximum of 2 yards can be dumped at a time. No dirt, rocks, stumps or lumber will be accepted.

Merita also told us there is no money for road improvements this year. She also spoke for some time about the grants the Board of Supervisors is trying to make available for the replacement of the Sewer Systems in Arnold. She told us a left turn lane is going in at Highway 4 and Country Club Drive at the Arnold Motel going west.

Frank Samuelson explained the Pro Solutions collection system. He also discussed the VIP (Volunteers in Prevention) Program. He told us the 3rd notice goes to the CDF, and if the Forestry Department agrees, there are additional fines. Frank and his volunteers sent out 33 1st notices, 15 2nd notices and only one 3rd notice this year. Mike Willemsen thanked the volunteers. He also thanked Gaylord Blackburn for all his dedicated work this summer to keep the pool open and up to standards. Mike mentioned that we need more volunteers on the board and that he needed help to stain the new shed.

Nomination Committee: Edna Duffield (lot 196) moved to keep the present Board. Gail Meany (lot 172) seconded the motion and the motion passed by verbal votes and proxy. Proxy votes were as follows: To keep E. Bartee on the Board: 24 for, 3 against, 1 abstention. To keep E. Cockshott on the Board: 26 for, 5 against, no abstentions. To keep B. Ross on the Board: 26 for, 1 against, 1 abstention.

Frank reminded the homeowners present that we need to run the removal of trees passed the Board and the County Department of Forestry. Any tree under 12" diameter is OK to remove without approval.

The projects completed this year are as follows: Pool Repairs, Storage Shed, Ball Court, Roof Repairs, Pool Filters, and Vacuum Pump for cleaning the pool.

The projects to be completed are as follows: Stain Shed, Paint all Buildings, Rebuild security fence, New Bulkhead (rocks are falling outside the fence), Clean out storage shed on the side of the building, Oil driveway, Landscape, Winterize buildings, Clean out filters.

The meeting was adjourned at 5:38 pm. The potluck followed.
